Job Description:

Need Statement:

Access to drinking water, sanitation and hygiene is among the fundamental and basic human rights. Unfortunately, Afghans still have a long way to go and get access to this right. As per the latest report of MICS 2022/2023, access to at least basic sanitation is still as low as 44.5% with huge disparities between rural and urban, 66.7% and 36.9% respectively. 19.8% people defecate in open (1% urban, 26.2% rural). Basic hygiene stands at 58.3% with disparities of urban and rural again (67.7% in urban and 55.1% in rural). Under 5 child mortality still stands at 55/1,000 live births. In order to get to the SDG target for sanitation and hygiene, which is “access to adequate and equitable sanitation and hygiene for all, and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situation” and decrease the under 5 child mortality, we need upstream work (policy/strategies development, enabling environment…) and also implementation of services at various levels (communities and institutions).

UNICEF has been providing support to the WASH sector to attain the SDGs for WASH by provision of WASH services, coordination, policy/strategy development and implementation of the WASH projects. UNICEF as one of the main technical and financial supporter for the WASH sector has remained the core supporter for MRRD, MoPH and MoE and has been backing up the technical units in the country and continuing its assistance under various circumstances.

The provincial health promotion officer is the overall provincial in charge of managing the CLTS teams and the implementation of sanitation and hygiene as well as the Health Center Hygiene Program, in the relevant province, who will be the focal point for the line departments and reporting to the ministries and UNICEF.

Role objectives

  • Specific Tasks/Activities

    • Supervise and manage field staff and their activities

    • Achieve the set target for ODF (30 – 40 per team of 2 people or 2 couples) in the duration of the contract

    • Assure that MRRD approved manual and guidelines are followed and implemented

    • Supervise & monitor the distribution and

    Effective use of IEC materials in the target areas

    • Directly responsible for reporting from the field activities and achievements

    • Oversee the process of data collection by filling in the baseline and end-line data collection in the target villages

    • Conduct and facilitate hygiene & sanitation trainings at the provincial level

    • Assist ministry teams and UNICEF teams visiting the field level activities

    • Compile data collected from HH, village and districts on monthly base and submit progress report and update the WASH MIS

    • Implement the health center hygiene program in target HCs within the CLTS district

    • Resolve community conflicts in case of occurrence pertaining to this project

    • Accomplish the given assignments appropriately and in timely manner

Project reporting

• Field staff and activities well managed

• 30 – 40 communities declared ODF per team of 2 people or 2 couples during the duration of the contract

• Field level activities implemented in line with MRRD manuals and guidelines

• IEC effectively distributed and used

• Reports from field shared with line supervisor

• Baseline and end line surveys effectively conducted and data compiled

• Hygiene and Sanitation trainings conducted for the target groups (5-10 people from each community)

• Field level visits facilitated for RuWatSP staff

• Data compiled and inserted in the WASH MIS

• At least 3 health centers in CLTS district  triggered

Job Requirements:

Minimum Qualification and Experience:

  • The Provincial CLTS Officer should have medical degree from a recognized instituteAt least four years of field experience in one of the WASH packages (water, sanitation or hygiene)
  • Experience in CLTS and Family Health Action Groups is favourable
  • Experience in working with community and community mobilization
  • Familiarity with cultures of different Afghan communities
  • Very good interpersonal communication skills
  • Basic information regarding Afghanistan MoPH BPHS system
  • Ability to implement hygiene and sanitation programs at the community level
  • Must be computer literate and familiar with basic computer software including MS Office and internet use
  • Ability to supervise and manage a team
  • Must be able to communicate well in Pashto, Dari and English
  • The both male and female candidates must have the ability to frequently visit communities
